The areas of intervention or the business activities of Sayin Partners Ltd since its incorporation in the Rwanda Development Board (RDB) are stated as follows:
• Management consultancy activities
•Research and experimental development on social sciences and humanities

• Combined facilities support activities
• Fund management activities
• Creative arts and entertainment activities
• Other business support service activities.
In the framework of the above business activities, Sayin interventions focus on start-ups or existing projects, organizations or institutions,
provided there is an underlying potential for innovation. The design and implementation of systems and mechanisms related to Finance, IT,
Human Resource, Planning, Monitoring and Evaluation, transfer of skills,… are aimed at creating a conducive environment whereby talented
people are nurtured to unleash their full potential and creativity. One of the ways Sayin uses in creating that conducive environment is through
building needed partnerships and synergies in order to avail and efficiently utilize the required funds as well as managerial and technical
expertise.
Some of the challenges impeding synergy or better performance which Sayin interventions tackle are the following:
• Matching the plan with the resources, including budget, time and staff as well as harmonizing the plans at all levels (for instance at institutional
and individual levels, or at strategic and operational levels,…).
• Making sure that the top management focuses more on “development” rather than “recurrent” activities.
• Ensuring that individual and institutional plans, procedure manuals, internal rules and regulations, monitoring and evaluation strategies,… are not considered as mere documents but are well mastered management tools allowing to converge all efforts in achieving better performance.
• Through synergy of expertise and efficient investments, convert a project idea into a fully fledged project, accompany promoters all along the project cycles till the project breaks even, yield profits and positive outcomes and impacts, including wealth and jobs creation as well as ecological preservation.
Experience
• Design of the database for the local NGO “Tubafashe Kwifasha”
• Design of a Local Capacity Development Facility (LCDF) for Capacity Development Services in Rwanda. Client: SNV Rwanda.
• Designing project proposals for member organisations “Réseau Rwandais des Personnes Vivant avec le VIH/SIDA (RRP+). Client: RRP+
• Joint venture with the promoters of a local quarry project and accompaniment of the subsequent start-up company: 3M-Quarries Ltd
• Development of the strategic plan of the Local Government Institute (LGI). Clients: Rwanda Association of Local Government Authorities (RALGA) and GIZ.
• Evaluation of the project “ Supporting Transboundary Collaboration to reduce habitat degradation and promote economic development”. Client: GVTC-ES.
• Participatory analysis of the challenges in public service delivery in Kamonyi District and recommendations for improvement. Clients: GIZ and Kamonyi District.
• Development of secondary cities profiles with service delivery foresight. Sub contracted by Future Moves Group (FMG)-a Singaporean based consulting company. Client: Rwanda Governance Board (RGB) through FMG.
• Facilitation of the induction training for 23 coaches assigned to spend at least one year in the 30 districts in Rwanda. The coaching was in planning, monitoring and evaluation, resource generation as well as public finance management. Client: RGB through GIZ.
